Senator Bong Revilla introduces legislation to help prevent the rising number of suicides among our youth.



Ang panukala na tatawaging “Youth Suicide Prevention Act” kapag naging ganap na batas ay inihain ni Sen. Ramon Bong Revilla Jr. 


Ayon kay Revilla, ang kaso ng mga nagpapakamatay na kabataan ay tumaas noong kasagsagan ng pandemic na pinakamataas sa nakaraang 14 na taon kung kailan nagsimulang mangolekta ng data ang Philippine Statistics Authority (PSA) tungkol sa mga kabataang sinasaktan ang sarili. 


“The number of suicide cases in the country surged as the pandemic raged and dragged on. In fact, the number of suicide deaths in 2020 was the highest in fourteen years, or since 2006

when the Philippine Statistics Authority (PSA) started collecting data for intentional self-harm,” nakasaad sa Senate Bill 1530. 


Tumaas sa 3,539 ang mga nagpakamatay noong 2020 o 25.7% na mas mataas kumpara sa 2,808 na nagpakamamay noong 2019. Dahil dito, ang suicide ay naging 27th leading cause ng kamatayan sa bansa. 


“Deaths due to suicide rose to 3,529 in 2020, which is 25.7% higher compared to the 2,808 deaths in 2019. With this number, suicide became the 27th leading cause of death in the country,” anang panukala.

Base naman sa data ng World Health Organization (WHO), nasa 800,000 ang namamatay taun-taon dahil sa suicide o isang tao kada 40 segundo. 


Ang suicide din ang sinasabing ika-tatlong leading cause of death ng mga may edad 15-19 years old. 


Ayon pa sa WHO, karamihan sa mga kaso ng suicides ay nangyayari “impulsively” dahil sa “moments of crisis” kung saan hindi nakakayanan ng biktima na harapin ang mga problema katulad ng financial problems, relationship break-ups o chronic pain at illness. 


Pero nilinaw ng WHO na ang suicide ay maaaring maiwasan. 


“Preventive measures include school-based interventions, early identification, treatment and care, training of health workers in the assessment and management of suicidal behavior, among others,” anang panukala. 


Ikinonsidera ni Revilla sa paghahain ng panukala ang Mental Health Act of 2018 kung saan nakalatag na ang mga probisyon tungkol sa pagbibigay ng mental health services para maiwasan ang pagpapakamatay. 


Ipinaliwanag ni Revilla na ang kanyang panukala ang magsusulong ng mga mekanismo at programa sa mga eskuwelahan lalo na sa elementary at secondary curriculum para sa pagsasagawa ng mga regular counselling alignment sessions. 


Aatasan ang Department of Health (DOH) na magbigay ng technical assistance sa mga paaralan kaugnay sa training ng mga psychologists sa mga eskuwelahan.

“It shall implement the best practices in the identification and treatment of youth who are at risk for committing suicide,” nakasaad sa panukala. 


Aatasan din ang DOH na makipagtulungan sa Department of Education sa pagtukoy ng mga istratehiya para maiwasan ang pagpapakamatay ng mga kabataan at pagbibigay ng kinakailangang screening at crisis intervention strategies. | via Malou Escudero
