SUGGESTED ANSWER:
Yes, the parents committed Child Abuse under R.A. No. 7610. Sec. 10(a) of R.A. 7610 provides that there is child abuse when a person commits any other acts of child abuse, cruelty or exploitation or to be responsible for other conditions prejudicial to the child's development including those covered by Article 59 of Presidential Decree No. 603.
In this case, the parent’s acts amount to psychological and physical abuse. These acts are prejudicial to the child’s development. The punishment they resorted to also debases, degrades or demeans the intrinsic worth and dignity of their child as a human being.
